Election Information

Since 1990, BC general local elections for Mayors, Councillors, Regional District Electoral Area Directors, School Board Trustees and Island Trust Trustees have been held every three years. General voting day is always the third Saturday in November. The next General Local and School Election for Mayor and six Councillors and for one School Trustee will be held on Saturday, November 15, 2008.

2008 Financial Disclosure

Duty to File Disclosure Statement

Within 120 days after general voting day for an election, the financial agent of each person who was declared to be a candidate under section 74 of the Local Government Act, each elector organization, and each campaign organizer subject to the requirement under section 85.01 of the Local Government Act must file with the designated local government officer a disclosure statement in accordance with the Local Government Act. LGA Sec. 90 (1) (a)- (c). In accordance with section 93 (3) a person who inspects or otherwise accesses a Financial Disclosure Statement(s) must not use the information included in the documents except for the purposes of the Local Government Act.

Disclosure Statements

Who Can Vote?

You can vote in a municipal election if you:

Are 18 years of age or older on general voting day (November 15, 2008).
Are a Canadian citizen (landed immigrants are not eligible to vote).
Have lived in B.C. for at least six months immediately before voting day.
Have lived in White Rock for at least 30 days immediately before voting day.
Are not disqualified by law from voting.
White Rock residents who meet all these requirements can vote.

You may also be eligible to vote as a non-resident property elector if you:
•are eligible to vote as a resident elector in another municipality, regional district or school district; and

•own property in the City of White Rock for 30 days or more before you register to vote.
If you own property with someone else:

Only one non-resident property owner may vote for each property.

If two or more non-resident property owners own a single piece of property, the majority of owners must designate - in writing, using Form 2-8 - one owner as the non-resident property elector for that property. If you own property along with a corporation, then none of the owners of the property are eligible to vote.

Are your registered to Vote?

The City of White Rock uses the Provincial List of Voters issued by BC Elections. Ensure you are registered by calling 1-800-661-8683 or you can check if you are registered online at www.elections.bc.ca. Registration online will take less than 5 minutes and will save you time on election day.

Introduction of Mail Ballots to the City of White Rock:

Voting by Mail Ballot: A voting opportunity for persons with disabilities and for electors who expect to be absent from the Municipality on General Election Day and on all the advance voting dates.

Voting by mail ballot (and where required, elector registration in connection with voting by mail ballot) will be permitted for this election, but only for those electors who have a physical disability, illness or injury which affects their ability to vote by other means, or by person who expect to be absent from the municipality of general voting day and at the times of all advance voting opportunities.

Electors voting by mail ballot must sign a statement indicating that they qualify for a mail ballot.

Those electors who are eligible and wish to vote by mail ballot may make application to the Chief Election Officer up until 4:00 p.m. on the November 13, 2008. Please note office hours are between 8:30 a.m. and 4:30 p.m. weekdays (excluding statutory holidays). You may download the Mail Ballot Application Form in advance. What is the identification required in order to vote?

If a person is already registered on the voters list, there are no ID requirements at the time of voting, although a solemn declaration will have to be made by the elector, prior to receiving a ballot, to ensure that they are the person named on the voters list.

If a person is not already registered on the voters list, and they are eligible to vote, the following ID requirements must be met when registering at the time of voting:

At least 2 ID documents must be shown that provide evidence of the person’s identity and place of residence, at least one of which must contain the person’s signature,

OR

At least two ID documents must be shown that provide evidence of the person’s identify, at least one of which must contain the person’s signature, and make a solemn declaration as to the person’s place of residence.

Qualifications to Run for Local Government Office

In 2008 City of White Rock voters will elect one (1) candidate for the position of Mayor, six (6) candidates for the position of Councillor and one (1) candidate for the position of School Trustee.

To qualify as a candidate for local government office, at the time of nomination a person should have the following criteria:
You must be 18 years of age or older on general voting day.
You must be a Canadian Citizen.
You must be a resident of BC for at least six months prior to the date of nomination.
Not disqualified by any statute or law, from being nominated, elected or holding office.

Nominees must be nominated by two electors of the City of White Rock.

Nominees (the candidate) are not required to be residents or non-resident property owners in the City of White Rock

Time Commitment:

If you are elected to local office, you will be expected to serve a three-year term. This term will officially begin on the first Monday of December following the election (December 1, 2008).

You should be aware that holding local office can be time consuming. In addition to regular meetings, Council usually have one meeting a week held on Mondays, you may also be asked to sit on special committees, boards or commissions that may also require a significant time commitment.
